New York: In alignment with the visionary leadership of Prime Minister Narendra Modi and India’s national mission to advance Artificial Intelligence innovation, the Government of Bihar has taken a historic and forward-looking step toward technological transformation through the establishment of an Artificial Intelligence Center of Excellence (AI CoE) in the state. Under the dynamic leadership of Chief Minister Nitish Kumar, Bihar has emerged as one of the first states to translate the Government of India’s AI vision into meaningful ground-level action. This initiative marks a significant milestone in positioning Bihar as an emerging hub for Data, AI, and digital innovation.
A key driving force behind converting this vision into reality has been the Chief Secretary of Bihar, Pratyaya Amrit, whose bold, decisive, and visionary leadership ensured swift execution of the project. Personally supervising the initiative, he facilitated a unique and powerful collaboration bringing together academia, industry, and government.
The AI Center of Excellence has been established through a prestigious knowledge partnership with IIT Patna and IIM Gaya, ensuring strong academic and research foundations. Simultaneously, the government secured participation from one of the world’s leading AI and analytics companies, Tiger Analytics, recognized globally for delivering advanced data and AI solutions with a workforce of over 8,000 engineers and technology professionals. Adding special pride to the initiative, Mahesh Kumar, Founder of Tiger Analytics, hails from Naugachia in Bhagalpur district of Bihar. His organization’s leadership role in this initiative reflects a powerful example of global expertise reconnecting with its roots to contribute toward Bihar’s technological future.

During the recent AI Summit in Bihar, Chief Secretary Pratyaya Amrit ensured active participation from both young officers and senior bureaucrats, reflecting the administration’s commitment to institutional adoption of emerging technologies.
The event witnessed the presence and support of several distinguished leaders, including: Deputy Chief Minister Samrat Chaudhary, Industry Minister Dr. Sanjay Jaiswal, Member of Parliament Sanjay Jha, Union Minister Rajiv Ranjan Singh, Minister of State for IT Shreyasi Singh, who has been actively advocating for expanding IT and technology opportunities for Bihar’s youth.
The initiative also reflects strong collaboration between global industry leaders and diaspora engagement. Initial discussions were facilitated through efforts involving Bihar Foundation, where CEO Kundan Kumar played a key role in encouraging partnerships aligned with the Ministry of Electronics and Information Technology (MeitY)’s national vision.
Representing the global diaspora, Alok Kumar, Chairman of Bihar Foundation USA East Coast Chapter (ETZ), visited Bihar along with Tiger Analytics Founder Mahesh Kumar and Global Head of Alliances Badrish Prakash to support early-stage engagement and collaboration. Contributions from Tiger Analytics’ Patna team, particularly Rajan Kumar, were instrumental in advancing local coordination. The initiative received strong administrative support from IT Secretary Abhay Singh and his team, including Arvind Chaudhary, whose efforts helped accelerate the establishment of the AI Center of Excellence at Bihta.
